Add sandbox rule for testing

Now `make sandbox' starts up Emacs in a sandbox environment for MELPA
packages.  This is useful for testing new or modified recipes.  Typical
usage is like:

    $ make recipes/RECIPE && make packages/archive-contents && make sandbox
